I'd need some drain holes popped in there for sure if I had a 21', but anytime you can add storage it a definite win !
I'd drill a hole close to the bottom, then cut up to both side of the hole making a small slot, either at the lowest point or just do a couple in different places depending on how the bottom door is shaped.
Drill 2 holes and cut the sides between them.
They don't need to go all the way out the bottom and leaving the bottom would prevent making a flap and still keep rigidity.
Pic of 2 slot, but could do 4 maybe.
Easier for mud or water during wash to get out.
