28 would need clutch work right? Even on x2 x4 machines?

Recommended but the X2/X4 can handle it better stock than the Gen 1 can. Even though the X2/X4's wet clutch is beefed up, it can't be slugged and clutching would reduced strain on it.

So, If we keep the tire size to 27" 9's on the front, 11's on the back, on the stock 12" wheels I would not need mod the clutch. ?

    Link to 27":

A lot of guys have went up to 27s with no clutching and seem perfectly happy, especially if it’s just general trail riding. I personally would slug the wet clutch, it’s really inexpensive to do and will extend the life of it with the bigger tire size but I think many probably haven’t and have plenty of miles you don’t hear about burned up wet clutches to much. I wish I could speak to the clearance without the lift but I’ve never had 27s on. Morsno runs 27s with the lift and no clutching but not sure about the wet clutch. He may be able to expound on that.

Maybe you already have, but if you google terrache atlas tire review, links come up for the grizzly, RZR, wildcat, and teryx forums with discussions about them!
